This year’s budget sees a rate increase of 2.5% but most importantly the staff, led by CEO John Walker, have taken every step possible to continue the cost cutting started last year. Most of you will notice that your overall council bill will have gone up by less than 2.5%, this is because of a reduction in sewerage and rubbish rates.

We have also listened to local prospectors who have convinced council to impose a lower differential rate on exploration leases in order to encourage more exploration which will result in the discovery of new mines, which is our lifeblood. Council resolved to reduce the rate in the dollar for exploration and prospecting from 18.9951 to 18.0400 from that advertised in its intentions to levy rates on 6 May 2017.

Our biggest new item is $1.6m for a long-awaited State Emergency Service headquarters and even there, the State Government will pay the bill meaning there is no cost to you, the ratepayer.

The City has directed extra funds it is into roads and drainage after several problem areas of the City were exposed in the flash floods in February. It is only fair that residents should not fear being flooded every time it rains, so that is a priority in the coming years.

Full payment
City of Kalgoorlie-Boulder rates and charges are payable within 35 days of issue of the rate notice.

Full payment is due by close of business on 15 September 2017.

After this date, interest will be charged on outstanding amounts at 10% per annum.

Additionally, ratepayers who pay the full amount before the due date will be eligible to enter the Rates Prize draw, and will not be required to pay an administration fee.
Payment by instalments

City of Kalgoorlie-Boulder rates and charges are payable within 35 days of issue of the rate notice.

Residents may choose to pay their rates by instalments. However, the following additional charges will apply:

  •  Administration fee
  •  Interest on second and subsequent payments (up to 5% per annum)
Residents may choose from 2 payment plans:
  •  2-instalment plan (15/09/17, 17/11/17)
  •  4-instalment plan (15/09/17, 17/11/17, 19/01/18, 23/03/18)
In order for an instalment plan to be valid, the first payment must be made on the due date shown on the rates notice, and must include:
  •  First instalment amount
  •  Any arrears due
  •  Administration fee
  •  Any other charges reflected in the notice

A reminder notice will be sent before the due date of each subsequent instalment.

Failure to pay instalment may lead to cancellation of instalment plans and additional penalties.

Special payment arrangements

City of Kalgoorlie-Boulder rates and charges are payable within 35 days of issue of the rate notice.

If you are unable to pay your rates, or cannot meet the deadline for the first instalment, the City of Kalgoorlie-Boulder can arrange an alternate payment plan for you.

These special arrangements usually require weekly, fortnightly or monthly direct debit payments from an Australian bank account. An annual administration fee of $36.40 apply to each payment plan.

Rates Incentives

Pay your rates early to be in the draw to win!

The City of Kalgoorlie-Boulder is proud to welcome the National Australia Bank as a joint sponsor of its annual Rates Incentive Prize Draw. When you pay your rates by the below deadlines you will automatically go into the draw to win. The earlier you pay your rates, the greater your chances of winning!

1st prize is $7,000: Rates must be paid in full by 1 September 2017
2nd prize is $2,000: Rates must be paid in full by 8 September 2017
3rd prize is $1,000: Rates must be paid in full by 15 September 2017

1| This competition is a promotion run by the City of Kalgoorlie-Boulder (“Promoter”).

3| Participation in this competition constitutes acceptance of these Terms & Conditions.
4| The competition is open to all ratepayers of the City of Kalgoorlie-Boulder, including Elected Members & City Staff, who pay the full amount due as listed on their 2017/18 rates notice by the following dates: 1st prize is $7,000 Cash - Payment due by 10.00pm WST, 1 September 2017. 2nd prize is $2,000 Cash - Payment due by 10.00pm WST, 8 September 2017. 3rd prize is $1,000 Cash - Payment due by 10.00pm WST, 15 September 2017.
5| Payment must be received before the nominated closing dates to go into the draws. No responsibility is accepted for late, lost or misdirected payments.
6| The competition commences 21 July and closes 10.00pm WST, 15 September 2017. The competition will be drawn at 10.00am WST, 22 September 2017 at the City of Kalgoorlie-Boulder Administration Building, 577 Hannan Street, Kalgoorlie.
7| Three winners will be randomly selected via a computer program, under the supervision of representatives from the City & the National Australia Bank. The promoter’s decision is final & no correspondence will be entered into.
8| The winners will be notified by phone, email & registered mail of their prize win.
9| The winners will be invited to attend a Rates Prize Draw photo session to collect their winning cheque, or the winners can receive their prize by registered mail.
10| Competition results will be published in the Kalgoorlie Miner Newspaper on Saturday, 30 September 2017.
11| The information that entrants provide will be used by the Promoter for the purpose of conducting the competition. By entering this competition entrants consent to the use of their contact details for the purposes described in this clause.

Financial counselling

If you are experiencing financial hardship and require financial counselling assistance please contact the Financial Counselling Hotline on 1800 007 007. 

The Financial Counselling Hotline is a state government funded service which provides information, strategies and guidance to assist all members of the community experiencing financial hardship. It is a free, confidential service, which can also refer you to a local financial counsellor if assistance over the phone is not possible.

Recovery of rates
If you are unable to pay your rates and charges by the Final Notice due date, Council’s Debt Collection Policy will be invoked immediately. The full outstanding amount may be recovered by Civil Proceeding in the Court i.e. by Issuing General Procedure Claim and Property Seizure and Sale Orders if required). All related legal charges and interest will be on charged to the ratepayer.

Only full payment or a suitable payment arrangement will stop legal proceedings.
