Operational Services Area

Headed by Chief Operating Officer (COO) Edward Fraser, the Operational Services Area encompasses the day to day service provision to the community of Kalgoorlie-Boulder. The Operational Services Area consists of three main areas – community services, infrastructure and open space, and planning, development and regulatory services.
Community Services is responsible for supplying first class facilities and amenities for the City of Kalgoorlie-Boulder to meet the cultural and social demands of the community, and oversees the following areas:
  • Arts, culture and events
  • Recreation and leisure
  • History and heritage, including the Town Halls, Goldfields War Museum and City archives
  • Seniors and Disability services
  • The CY O’Connor Community Precinct including the Library, Eastern Goldfields Community Centre and the Men’s Shed project
  • Youth
  • Reconciliation

Planning, Development and Regulatory Services is responsible for ensuring compliance with various legislation covering the City of Kalgoorlie-Boulder, as well as community development issues, and the portfolio includes:
  • Town planning
  • Building surveying
  • Environmental health and compliance
  • Recycling and Refuse collection
  • Sewerage infrastructure, sewage collection and the Waste Water Treatment Plant
  • Ranger Services
  • Yarri Road Refuse Facility

Infrastructure and Open Space is responsible for the following functions:
  • Annual works program
  • Bushfire services
  • Drainage
  • Footpath and verge maintenance, including the dual-use pathway network
  • Fleet management
  • Parking areas
  • Parks, gardens, playgrounds, playing fields and reserves
  • Repay WA partnership program
  • Roads and laneways
  • Signage
  • Street lighting
  • Streetscape maintenance including street trees, furniture and bus shelters
  • Street sweeping
  • Traffic and safety improvements
  • Works depot
