What are Development Assessment Panels (DAPs)?

A Development Assessment Panel (DAP) is an independent decision-making body which determines certain development applications in the place of the original decision maker, being the local government authority and/or the Western Australian Planning Commission (WAPC).  DAPs are comprised of independent technical specialists and elected local government representatives.

Who are the representatives from the City of Kalgoorlie-Boulder Council?

The current panel members are Mayor Ron Yuryevich and Cr Allan Pendal. Each panel member also has an alternate member should the panel member not be available to attending DAP meeting. Cr Lisa Malicky is the alternate member for Mayor Yuryevich and Cr Wayne Johnson is the alternate member for Cr Pendal.
 
Membership on the panel is for a term of two years with panel members eligible to be re-nominated in subsequent years. Panel members for the coming two years are due to be appointed by the Minister in August 2015.

When does a development application require determination by a Development Assessment Panel?

In the City of Kalgoorlie-Boulder, it is when the estimated cost of development exceeds $10 million and the development meets the following criteria:

  • is not a single dwelling;

  • is for more than ten grouped or multiple dwellings;

  • is not a carport, patio, outbuilding or associated incidental structure.

When is a development application eligible for an 'Optional' determination by a Development Assessment Panel?

In the City of Kalgoorlie-Boulder, it is when the estimated cost of development is between $2 million and $10 million and the development meets the following criteria:

  • is not a single dwelling;

  • is for more than ten grouped or multiple dwellings;

  • is not a carport, patio, outbuilding or associated incidental structure.
