Operational Services

Headed by the Chief Operating Officer (COO), the Operational Services Area encompasses the day to day service provision to the community of Kalgoorlie-Boulder. The Operational Services Area consists of four main areas – community services, infrastructure and open space, assests and procurement and planning, development and regulatory services.
Community Services is responsible for supplying first class facilities and amenities for the City of Kalgoorlie-Boulder to meet the cultural and social demands of the community, and oversees the following areas:

  • History and heritage, including the Town Halls, Goldfields War Museum and City archives

  • Seniors and Disability services including the City’s HACC programs

  • The CY O’Connor Community Precinct including the Library, Eastern Goldfields Community Centre and the Men’s Shed

Planning, Development and Regulatory Services is responsible for ensuring compliance with various legislation covering the City of Kalgoorlie-Boulder, as well as community development issues, and the portfolio includes:

  • Town planning

  • Building surveying

  • Environmental health and compliance including Community Rangers

  • Recycling and Refuse collection and the Yarri Road Refuse Facility

  • Sewerage infrastructure, sewage collection and the Waste Water Treatment Plant


Assets and Procurement Services oversee:

  • Major projects including construction supervision

  • Asset management

  • Procurement, tendering and the Vendor Panel

Infrastructure and Open Space is responsible for overseeing:

  • The City’s Annual Works program

  • Bushfire services

  • Footpath and verge maintenance, including the dual-use pathway network

  • Parks, gardens, playgrounds, playing fields and reserves

  • Repay WA partnership program

  • Streetscape maintenance including street trees, furniture and bus shelters, signage and street lighting

  • Traffic and safety improvements including drainage, parking areas and the construction and maintenance of roads and laneways

  • The City Works Depot and fleet management
