I’m proud that we have been able to keep the rates down for a fourth successive year, with Council focused on keeping costs down and the rate in the dollar increases at 0%, whilst still delivering on high priority projects and a large scale capital works program.

Due to the hard work and dedication from both the inside administration and the outside work crews, the Councillors have been able to deliver this low increase, however due to the mandatory revaluation of every property’s Gross Rental Value (GRV) by Landgate, individual properties will see variations in their rates.

The commitment of the City’s employees is the reason I can honour my pledge to keep rates down while still providing facilities and services to you the ratepayer.

We are now in a strong financial position, and able to deliver on some exciting major projects in the coming year.

Full payment

City of Kalgoorlie-Boulder rates and charges are payable within 35 days of issue of the rate notice.

Full payment is due by close of business on 1 October 2021.

After this date, interest will be charged on outstanding amounts at 7% per annum.

Additionally, ratepayers who pay the full amount before the due date will be eligible to enter the Rates Prize draw, and will not be required to pay an administration fee.

Payment by instalments

City of Kalgoorlie-Boulder rates and charges are payable within 35 days of issue of the rate notice.

Residents may choose to pay their rates by instalments. However, the following additional charges will apply:

  • Administration fee
  • Interest on second and subsequent payments (up to 5% per annum)

Residents may choose from 2 payment plans:

  • 2-instalment plan (01/10/21, 03/12/21)
  • 4-instalment plan (01/10/21, 03/12/21, 04/02/22, 08/04/22)

In order for an instalment plan to be valid, the first payment must be made on the due date shown on the rates notice, and must include:

  • First instalment amount
  • Any arrears due
  • Administration fee
  • Any other charges reflected in the notice

A reminder notice will be sent before the due date of each subsequent instalment.

Failure to pay instalment may lead to cancellation of instalment plans and additional penalties.

Special payment arrangements

City of Kalgoorlie-Boulder rates and charges are payable within 35 days of issue of the rate notice.

If you are unable to pay your rates, or cannot meet the deadline for the first instalment, the City of Kalgoorlie-Boulder can arrange an alternate payment plan for you.

These special arrangements usually require weekly, fortnightly or monthly direct debit payments from an Australian bank account. An annual administration fee of $39.50 apply to each payment plan.

Rates Prize Draw

Pay your rates in full by its due date to be in the draw to win, thanks to the National Australia Bank and City of Kalgoorlie-Boulder.

FIRST PRIZE: $7,000 - Rates must be paid by 17 September 2021
SECOND PRIZE: $2,000 - Rates must be paid by 24 September 2021
THIRD PRIZE: $1,000 - Rates must be paid by 01 October 2021

  1. This competition is a promotion run by the City of Kalgoorlie-Boulder (“Promoter”).
  2.  Entries, information on prizes & how to enter form part of these Terms & Conditions.
  3.  Participation in this competition constitutes acceptance of these Terms & Conditions.
  4. To enter the competition, the entrant must;
  • Be a current individual ratepayer of the City of Kalgoorlie-Boulder (excluding Elected Members and staff - refer to clause 5).
  • Pay their 2021/22 rates in full by the due dates displayed on their annual rates billing notice:
    • 1st prize is $7,000 Cash - Payment due by 10.00pm WST, 17 September 2021
    • 2nd prize is $2,000 Cash - Payment due by 10.00pm WST, 24 September 2021
    • 3rd prize is $1,000 Cash - Payment due by 10.00pm WST, 01 October 2021 and
  • Not be considered an “excluded entity” as described in clause 6.
  1. City of Kalgoorlie-Boulder Elected Members and staff are ineligible to enter the competition. 
  2. An Excluded Entity is not eligible for inclusion in the Competition. Excluded Entities are:
    • State and/or Federal Government Agencies;
    • Corporations; and
    • Property owners of non-rateable land as per Section 6.26(2) of the Local Government Act 1995.
  3. Payment must be received before the closing dates mentioned to go into the draws. No responsibility is accepted for late, lost or misdirected payments.
  4. The competition commences 29 July 2021 and closes 10.00pm WST, 01 October 2021.
  5. The competition will be drawn at 10.00am (WST) on Wednesday 06 October 2021, at the City of Kalgoorlie-Boulder Administration Building, 577 Hannan Street, Kalgoorlie.
  6. Three winners will be randomly selected via a computer program, under the supervision of representatives from the City & the National Australia Bank. The promoter’s decision is final & no correspondence will be entered into.
  7. The winners will be notified by phone, email & registered mail of their prize win.
  8. The 1st prize winner will be invited to attend a Rates Prize Draw photo session at a date to be advised.
  9. The prize winners will receive their cash payment via an EFT transaction into their nominated bank account.
  10. Competition results will be published in the Kalgoorlie Miner Newspaper on Saturday, 09 October 2021.
  11. The information that entrants provide will be used by the Promoter for the purpose of conducting the competition. By entering this competition entrants consent to the use of their contact details for the purposes described in this clause.

Financial counselling

If you are experiencing financial hardship and require financial counselling assistance please contact the Financial Counselling Hotline on 1800 007 007. 

The Financial Counselling Hotline is a state government funded service which provides information, strategies and guidance to assist all members of the community experiencing financial hardship. It is a free, confidential service, which can also refer you to a local financial counsellor if assistance over the phone is not possible.

Recovery of rates
If you are unable to pay your rates and charges by the Final Notice due date, Council’s Debt Collection Policy will be invoked immediately. The full outstanding amount may be recovered by Civil Proceeding in the Court i.e. by Issuing General Procedure Claim and Property Seizure and Sale Orders if required). All related legal charges and interest will be on charged to the ratepayer.

Only full payment or a suitable payment arrangement will stop legal proceedings. 
Sewerage: Financial hardship for water services
The City understands ratepayers experiencing financial hardship may find it difficult to pay their rates account.  We are committed to working with our ratepayers to find an appropriate payment solution that is effective and sustainable.

What is Financial Hardship?
You will be considered to be in financial hardship if paying the sewered area rates will affect your ability to meet your basic living needs. In short, if you have the intention but not the financial capacity to pay. The City is committed to providing additional support to assist you in meeting your legal commitments.

If you are experiencing financial hardship, we would like you to contact us as soon as possible to discuss your situation. We can offer you a payment plan over an extended period, if you agree and maintain the arrangement.

Flexible Payment Arrangements
If you have the ability to commit to a regular payment amount, a flexible payment arrangement may be suitable for you. A flexible payment arrangement offers the following;
  • Choose from various alternatives payment plans in accordance with your circumstances and capacity to pay.
  • Be shielded from recovery action and associated recovery costs when you agree and maintain a sustainable payment plan.
  •  Renegotiate the amount of your instalments if there is a change in you circumstances.
Automatic Payment Options - Direct Debit
If you have the ability to commit to a regular payment amount you can sign up for a fee free automatic payment through a Direct Debit arrangement from your bank account.  

We will consider any information provided by you as well as your rates payment history. As soon as we have made our assessment, we will advise you of the outcome.  If after ten days an assessment has not been made, we will refer you to a financial counsellor for assessment. 

Complaints Handling
The City is committed to solving issues as quickly as possible. If you have a complaint, please contact us.

If you are not satisfied with the way we handle your complaint, you may refer your complaint to the Energy and Water Ombudsman. The Energy and Water Ombudsman will investigate your complaint and may mediate the dispute between you and us.
