The City of Kalgoorlie-Boulder has announced a new milestone in urban planning with the launch of its Local Planning Scheme No.2 (LPS2).
The Scheme was approved by the State’s Minister of Planning on 12 October 2023 and was subsequently gazetted on 31 October 2023.
This new Scheme is set to transform the development and growth of the City, making it more efficient and accessible for residents, investors, and businesses.
The LPS2 introduces an amendment to the previous Scheme that aligns with the contemporary planning scheme requirements in Western Australia, while solidifying the vision of the City’s Council, who have urged for solutions to the region’s increasing demand for more land for housing.
An emphasis on a diversified housing mix is a key feature of the new Scheme, creating greater opportunity for a broader range of housing types, and higher population densities around commercial centres and transport corridors which will contribute to increased housing affordability and reduced transport costs.
The introduction of significant light industry and general industry-zoned land is another aspect of the Scheme designed to support economic growth and expansion, fostering local business and industry with essential space and resources.
The LPS2 will introduce ‘mixed-use’ zones across significant land mass, including previously ‘extensive residential’ zones. This alteration widens the variety of residential land uses including keeping livestock and animals, engaging in home businesses and warehouse or storage usage.
City of Kalgoorlie-Boulder CEO, Andrew Brien, said the City had taken a forward-thinking approach to the updated Scheme, with a vision that will aid the development of the growing region.
“The City has not updated the Local Planning Scheme in over 20 years, and over the last two decades our population and economic output has grown exponentially, and our planning policies should reflect this.”
“Our limitations of land usage have seen a direct impact on housing demands, labour shortages and business viability,” he said.
“These Scheme modifications will be instrumental in encouraging business start-ups, population retention and economic expansion within our region.”
The City will be hosting two information sessions for the public to attend and gain more insight into the Local Planning Scheme No.2. These will be held at the Kalgoorlie Town Hall on Wednesday 22 November at 6pm and Saturday 25 November at 11am.
