Rates Concession

Under Section 6.47 of the Local Government Act 1995, certain properties may be eligible for a rates concession if they meet the rates concession policy criteria.

The City values the vital role that sporting, not-for-profit organisations and community groups play in enriching our community. To support these organisations, Council offers a rates concession in the form of a 50% or 100% waiver on general land rates for eligible applicants.

Eligibility

Who Can Apply?

To be eligible for a rates concession, your organisation must:

  • Be a not-for-profit entity providing recreational, or community services
  • Complete all sections of the Rates Concession Application Form
  • Provide any supporting documentation requested

Incomplete applications may not be considered.

Application Information

What You Need to Provide

To apply, you must submit:

  • A completed Rates Concession Application Form
  • A description of how the land is used (Statutory Declaration)
  • Certificate of Incorporation
  • Australian Charities and Not-for-profits Commission (ACNC) registration
  • Lease agreements or title deeds
  • Annual reports or financial statements
Assessment and Review Process
  • All applications are reviewed annually by the City’s Rates Department. Recommendations are submitted for Council consideration and endorsement prior to any general rates waiver being granted.
  • During the assessment process, the City may request additional information or conduct a site inspection to verify eligibility.
  • Approved Rate Concession applications remain valid for two (2) years. After this period, organisations must reapply to maintain their concession status.

Applications must be submitted on or before 31 December 2025.  Late applications will not be accepted.

Notification of Outcome

Once your application has been reviewed and a decision made by Council, you will receive a formal written response confirming the outcome.

Sewer Rates and Service Charges

Even if a property is granted a rates concession, the following charges still apply:

  • Sewerage Rates
  • Emergency Services Levy
  • Waste Service Levy

Payment Obligation

Submitting an application does not suspend your obligation to pay rates. All rates must be paid in full or via an approved instalment plan while your application is being assessed.

Please note, penalty interest will accrue on any outstanding balances from the rates billing due date, 30 September 2025.

Rates Exemptions

Under Section 6.26 of the Local Government Act 1995, certain properties may be eligible for a rates exemption if they meet specific criteria. These exemptions help support organisations that provide public benefit through charitable, religious, educational, or government-related services. 

The land must be used exclusively for charitable or exempt purposes as defined in the Act.

Eligibility Criteria

Who Can Apply?

You may be eligible for a rates exemption if your property is:

  • Used exclusively for charitable purposes
  • Owned or occupied by a religious body and used for worship or religious education
  • Used by a not-for-profit school or educational institution
  • Owned by a government agency or used for public purposes
  • Crown land used for a public or community service
  • Subject to other written laws that provide for exemption

Service Charges

Even if a property is granted a rates exemption, the following service charges still apply:

  • Waste Service Levy
  • Sewerage Utility Fee – charge per pedestal, urinal or slophopper/cleaners sink. This fee is in lieu of sewer rates. For more information, visit the Understanding Your Rates page.

Emergency Services Levy (ESL)

Properties that are privately owned or leased remain liable for the Emergency Services Levy (ESL), as administered by the Department of Fire and Emergency Services (DFES).

Periodic Reviews

The City will conduct biennial reviews (every 2 years) to confirm continued eligibility for properties that are holding rates exempt status.
