What is an Annual Electors’ Meeting?

An Annual Electors’ Meeting (AEM) is a once-a-year public meeting where eligible electors of the City of Kalgoorlie-Boulder can hear directly from Council, ask questions and raise matters that are important to them and the wider community.

The meeting is required under the Local Government Act 1995 and plays an important role in transparency and accountability. It provides an opportunity for electors to receive and discuss the City’s Annual Report, including financial statements and the auditor’s findings, and to raise general local government business.

The meeting is presided over by the Mayor. Councillors attend as electors, and City officers are present to provide information and support discussion.

What happens at the meeting?

At an Annual Electors’ Meeting, electors can:

  • Receive and discuss the City’s Annual Report and financial statements
  • Ask questions about the City’s performance, projects and services
  • Raise motions relating to matters of local government

Each eligible elector present has one vote on any motion put forward. Decisions made at the Annual Electors’ Meeting are not final Council decisions; they are formally considered at a future Ordinary Council Meeting.

Who can attend?

The meeting is open to the public. However, only eligible electors (residents and ratepayers of the City of Kalgoorlie-Boulder) may ask questions, speak to motions and vote.

When is the Annual Electors’ Meeting?

The Annual Electors’ Meeting is held once each financial year and must take place within 56 days of the City adopting its Annual Report.

The 2026 Annual Elector's Meeting was held on Monday, 19 January 2026 at the Council Chambers, Kalgoorlie Town Hall – Hannan St.
