At the City of Kalgoorlie-Boulder, we’re proud to be a workplace that values integrity, collaboration, and community service. With approximately 300 employees across outdoor and administrative roles, we work together to deliver essential services and infrastructure for our growing city.

Our Team

Chief Executive Officer

The City’s day-to-day operations are led by the Chief Executive Officer (CEO), who works closely with the Mayor and Elected Members to carry out Council decisions and deliver on community priorities. The CEO also represents the organisation in intergovernmental matters and oversees the City’s strategic and operational performance.

Executive Leadership Team

Our Executive Leadership Team (ELT) is made up of six areas of the organisation, each responsible for different services that help run the city and support our community.

City & Community

This team leads the City’s work with residents, delivering programs and services that support community connection, safety, and wellbeing. They manage:

  • Community development and wellbeing
  • Youth services
  • Arts & Culture
  • Events
  • Tourism
  • Reconciliation, Access & Inclusion
  • Customer Service

They also look after important safety and regulatory services including:

  • Community Safety and Ranger Services
  • Environmental Health
  • Building compliance and planning approvals

Corporate & Commercial

This team manages many of the City’s major facilities and internal systems. Their responsibilities include:

  • Management of community and commercial facilities including - the Kalgoorlie-Boulder Airport, Goldfields Oasis, and Kalgoorlie Golf Course, William Grundt Memorial Library, Men’s Shed, Goldfields Arts Centre, Eastern Goldfields Community Centre, Kalgoorlie and Boulder Town Halls
  • Information and Communication Technology
  • Cybersecurity
  • Freedom of Information requests
  • Information management, archiving and record keeping
  • Maps and Geographic Information Systems (GIS)
  • History and archive services
  • Leasing of City-owned properties

Engineering

Engineering looks after the City’s infrastructure and public spaces, keeping them safe, functional, and well maintained. This includes:

  • Road construction and maintenance
  • Waste collection and wastewater services
  • Parks, gardens, ovals and playgrounds
  • Verge maintenance and footpath repairs
  • Street lighting, signage, street trees and furniture
  • Drainage, parking, and traffic safety upgrades
  • Engineering design and project delivery
  • Maintenance of City properties and vehicles
  • Annual Roads Renewal Program
  • Day-to-day operations from the City Works Depot

Advocacy & Strategy

This team helps the City plan for the future, promote local opportunities, and strengthen community engagement. They focus on:

  • Economic and strategic business development
  • Public relations, marketing, and communications
  • Community consultation and engagement
  • Policy development and research
  • Internal and external advocacy
  • Grant applications and administration
  • Advocacy with state and federal government
  • Management of the Designated Area Migration Agreement (DAMA)

Finance, People & Culture

This area manages the City’s finances and supports the people who work here.

Finance:

  • Budgeting, financial reporting and compliance
  • Procurement and tendering
  • Rates 
  • Accounting

People and Culture:

  • Recruitment, onboarding, and HR support
  • Staff training and development
  • Workplace health and safety
  • Employee wellbeing and workplace culture

Governance & Organisational Strategy

This team supports good governance and drives ongoing improvements across the organisation. They oversee:

  • Council meetings, agendas and reporting
  • Risk management and corporate compliance
  • Elected Member support
  • Governance Framework and reporting
  • Elected Member Support
  • Business improvement Projects
  • Workforce planning and development
