At the City of Kalgoorlie-Boulder we work closely with the Department of Local Government when considering and amending Local Laws to ensure compliance with legislative requirements. These laws govern activities on land that is owned or managed by the City, as well as certain activities conducted on private land within the City.
These local laws provide rules and guidelines which enable us to deliver good services and amenities for our residents.
They have the status of legislation and are enforceable by the City. The City may authorise Officers to enforce the local laws on its behalf. The maximum penalty that a local law can impose is $5,000.
Public comment is sought and considered before any proposed laws are accepted.
Cat Local Law 2016
The Cat Local Law 2016 sets out the requirements for keeping cats in the City of Kalgoorlie-Boulder.

Dog Local Law
The Dog Local Law 2013 sets out the requirements for keeping dogs in the City of Kalgoorlie-Boulder. This includes:
- The process for releasing an impounded dog
- Requirements regarding the confining of a dog and the number of dogs that can be kept
- Conditions for keeping a kennel establishment
- Places where dogs can be exercised and the fact it is an offence for dogs to excrete in thoroughfares, public places or other land without consent

Health Local Law
The Health local law 2001 provides the rules and guidelines for the health of the community as required under the Health Act 1911. It covers:
- Sanitation requirements for toilets at dwellings and outside events
- Requirements for bathrooms, laundries and kitchens
- Keep a dwelling in a sound and fit condition for use
- Home owners to ensure connection to a separate and independent water supply
- Requirements for the disposal of liquid waste
- Rubbish collection requirements
- Burning off requirements
- Keeping of animals, birds, poultry and pigeons
- Approval for feedlots

- Handling of infectious diseases

Fencing Local Law
- The Fencing local law 2010 provides for the regulation, control and management of fencing in the district of Kalgoorlie-Boulder. It includes:
- Definition of a “sufficient” fence for residential, commercial and industrial properties, as well as rural lots and special rural lots
- Agreement between owners of adjoining properties before erecting a dividing fence
- Fence construction materials
- Conditions regarding barbed wire fences, broken glass fences and electric fences

Local Government Property Local Law
The purpose of the Local government property local law 2010 is to ensure that the City of Kalgoorlie-Boulder’s properties are used correctly. It provides information on:
- Activities that can and cannot be carried out in a building, stadium or similar structure
- Activities that can and cannot be carried out in an open space such as a park or playing field
- Issue of permits
- Conditions for liquor and alcohol
- Responsibilities of the permit holder
- How the City deals with unwelcome behaviour on its properties—such as refusing entry at recreation areas and the airport

Parking and Parking Facilities Local Law
The purpose of the Parking and parking facilities local law 2009 is to ensure:
- The City of Kalgoorlie-Boulder’s parking facilities are used correctly
- Drivers do not park in a way that will block thoroughfares
Requirements regarding disabled parking are controlled by the Local Government (Parking for Disabled Persons) Regulations 1988.

The Standing Orders Local Law 2013 provides the rules and guidelines for the conduct of meetings dealing with the business of the City of Kalgoorlie-Boulder Council and its committees.
In particular, this Local Law sets out the criteria regarding:
- Calling meetings

- Public access to agenda material
- Disclosure of interests
- Quorum
- Keeping of minutes
- Conduct of persons at committee meetings, conduct of Members during debate and procedure

Thoroughfares and Trading in Public Places Local Law
The Thoroughfares and trading in public places local law 2000 provides the rules and guidelines for the management of the City of Kalgoorlie-Boulder's thoroughfares and public places. It includes:
- General prohibitions regarding public property, malls, arcades or shopping centres, skateboards, rollerblades or similar devices
- Permits for certain works, alcohol and temporary vehicle crossings
- Regulations on the use of verges
- Requirements for advertising signs
- Prohibitions on animals and vehicles left in a public place or City property
- Retailers' responsibility for shopping trolleys
- Roadside conservation
- Permits for trading in a thoroughfare or public place
- Conduct of stallholders and traders while trading
