How the City of Kalgoorlie-Boulder is structured

The City of Kalgoorlie‑Boulder is governed by an elected Council made up of the Mayor and Councillors who represent our community. Council sets the strategic direction for the City and makes decisions that guide the future of our residents, local businesses and the broader Goldfields region.

The Chief Executive Officer (CEO) is responsible for implementing Council’s decisions and leading the organisation to deliver services, infrastructure and programs that support a thriving, well‑connected community. Supporting the CEO is the Executive Leadership Team (ELT), which provides strategic leadership across the organisation and works collaboratively to ensure the City continues to deliver high‑quality services, well‑planned infrastructure and meaningful community outcomes.

The City is structured into five key directorates, led by the ELT. Below you’ll find more details about each Director, including their areas of responsibility and the portfolios they oversee.

Chief Executive Officer

About

Andrew Brien leads the City of Kalgoorlie-Boulder as Chief Executive Officer and is responsible for the overall performance and leadership of the organisation.

Working closely with the Mayor and Council, Andrew ensures the City delivers on its strategic priorities while continuing to support community wellbeing, economic development and regional growth.

Andrew brings extensive leadership experience in local government and has a strong focus on building capable teams, improving organisational performance and delivering outcomes that matter to the community.

Lui Camporeale

Director Engineering

About

Lui leads the Engineering directorate and is responsible for delivering and maintaining the City’s critical infrastructure.

His team manages the planning, construction and maintenance of roads, parks, waste services and major engineering projects across Kalgoorlie-Boulder.

Lui’s focus is on ensuring the City’s infrastructure continues to support a growing community while maintaining high standards of safety, sustainability and service delivery.

Adam leads the City & Community directorate, overseeing a diverse portfolio of services that support the safety, wellbeing and liveability of the Kalgoorlie‑Boulder community.

Working closely with residents, developers, community organisations and partner agencies, Adam and his team deliver programs and services that promote safety, vibrancy, health and orderly and sustainable planning and development across the city.

Adam is focused on ensuring City services remain accessible, responsive and community‑centred, balancing strong planning and regulatory outcomes with initiatives that foster vibrant public spaces, events, and environments that enhance community pride, participation and quality of life.
