Through the provision of grants and financial support, the City of Kalgoorlie-Boulder empowers projects that enhance the city’s identity, liveability and community spirit. 

These funding opportunities support local organisations, businesses and individuals to deliver initiatives that reflect the City’s strategic vision promoting community pride, revitalising public spaces and buildings, celebrating culture, and promoting economic development.

The City received a number of remarkable applications from organisations working to make a positive impact across sport, arts, recreation, and community services.

2024/25 Grant Recipients

Programs Currently Open

City of Kalgoorlie-Boulder Minor Grant Program

City provided funding and/or in-kind support to an event or program with the purpose of building a sense of community and pride in Kalgoorlie-Boulder. 

  • Minor Grants up to $50,000 total support, awarded by Delegated City Officers. 

Key Dates: 

  • Applications open: July 2025 
  • Applications close: May 2026

Peppercorn Leases

Peppercorn leases allow community groups to lease City-owned facilities at a below market rate.

Rates Exemptions and Concessions

The City offers rates relief to eligible not-for-profit recreation, sporting, and community groups. The City further extends this relief to those individuals suffering financial hardship pursuant to the Financial Hardship Policy.

Discounts, Waivers and Write-Offs

Applicants have the ability to apply for Discounts, Waivers and Write-Offs of applicable fees in accordance with specified conditions. The Chief Executive Officer possesses the delegated authority to approve this type of assistance up to 80% of the applicable amount to a maximum of $100,000.

Partnership Service Agreements

The City may partner with not-for-profit or community groups to deliver services that benefit the community and are not otherwise provided.

City of Kalgoorlie-Boulder Major Grant Program

City provided funding and/or in-kind support to an event or program with the purpose of building a sense of community and pride in Kalgoorlie-Boulder. 

  • Major Grants over $50,000 total support, awarded at the discretion of the City’s Council.

  • Applications open: November 2025 
  • Applications close: January 2026

Building Improvement Program

The City is committed to assisting building owners and operators in improving key aspects of their buildings such as accessibility, conservations works and restoration, structural repairs and shopfront revitalisation projects. 

Applicant can apply for up $50,000 per site with the following conditions: 

  • Total City provided funding not to exceed 50% of total cost. 
  • Funding cannot be used towards payment of GST.

Canvassing of Elected Members and City Officers

Applicants, or any individuals acting on their behalf, must not attempt to canvas (lobby or influence) Elected Members or City staff involved in the assessment process. The defined process spans from the official lodgement of the application to the finalisation of the nominated Council meeting.

 Any efforts to directly or indirectly influence the outcome of a funding application, whether through lobbying, unsolicited communication or the provision of additional information outside the formal application process, will result in immediate disqualification.

 Applications found to be in breach of this condition will be excluded from consideration.

How to Apply

Applications for Grants and the Building Improvement Program must be submitted through the City’s approved online portal SmartyGrants. All applicants are encouraged to speak to a Community Development Officer prior to starting an application to ensure program suitability.
