This register serves as the official repository of council records, maintained in accordance with statutory obligations and governance standards. It provides transparent access to declarations, meeting outcomes, and disclosures made by elected members, ensuring accountability and public confidence in council operations.
All entries are updated regularly and presented in alignment with relevant legislative frameworks. Members of the public are invited to consult this register as part of their right to informed civic engagement.

Complaint Register

The Local Government Act 1995 requires a Complaint Register be maintained.

5.121. Register of certain complaints of minor breaches

  • (1) The complaints officer for each local government is required to maintain a register of complaints which records all complaints that result in a finding under section 5.110(2)(a) that a minor breach has occurred.
  • (2) The register of complaints is to include, for each recorded complaint -
    • (a) the name of the council member about whom the complaint is made; and
    • (b) the name of the person who makes the complaint; and
    • (c) a description of the minor breach that the standards panel finds has occurred; and
    • (d) details of the action taken under section 5.110(6).
  • (3) The CEO must publish an up to date version of the register of complaints on the local government’s official website.

To make a complaint about an alleged breach of the Code of Conduct by Elected Members, Committee Members and Candidates, the complaint must be made in writing using the Customer Enquiry Form. The City will follow the Complaints Handling Policy

Delegations Register

Various powers and authorities are delegated by Council and the CEO to assist in the efficient running of the City of Kalgoorlie-Boulder.

Under Section 5.42 and 5.44 of the Local Government Act 1995, the City is required to keep and maintain:

  • A CEO Delegations Register which documents delegations from the Council to the CEO under the Local Government Act 1995 and other relevant Acts, Regulations and Local Laws. 

  • A Staff Delegations Register which documents delegations from the CEO to various employees within the City. 

A register is kept of all letters of authority which is available for viewing by contacting the City of Kalgoorlie-Boulder.

Elected Member Attendance Register

At the Ordinary Council Meeting on the 19 December 2022 Councillor Amy Astill put forward the following motion:

  • That Council request the Chief Executive Officer to develop a record of attendance register for all Council and Committee Meetings, workshops and agenda briefing sessions with this information published on the Council’s website on a monthly basis.

In accordance with section 5.96A of the Local Government Act 1995 and regulations 29C(2)(f) and (6) of the Local Government (Administration) Regulations 1996, a report must be prepared annually on any fees, expenses or allowances paid to each council member during a financial year.

The Local Government Act 1995, as amended, requires the City to prepare a report for each financial year on training completed by Council Members, to be published on the City’s website within 1 month after the end of the financial year.

Elected Member Associations with Political Parties Register

In accordance with the Elected Member Declaration of Associations with Political Parties Policy, Elected Members may disclose their membership or other association with political parties to the CEO, and the CEO will publish those records.  This register sets out the disclosures of the City’s Elected Members.

Primary Returns and Annual Returns

The Local Government Act 1995 sets out requirements for Elected Members, CEOs and other employees to ensure transparency and accountability in decision-making. Elected Members and employees are required to make decisions in the best interests of the community and free from bias or conflicts of interest.  In accordance with the Act, local governments are required to publish a list of elected members and employees (by position) that lodged a primary return and annual return for each financial year, commencing after 1 July 2020.

A primary return is a snapshot of personal financial information as it exists upon the relevant person's start date and must be lodged within three months of the start date. An annual return retrospectively discloses any changes to the information previously disclosed in the primary return or new interests accumulated for the period since completing the primary return or last annual return and must be lodged no later than 31 August in any year.

Gift Register

The City maintains gift registers in accordance with the Local Government Act 1995 and associated Regulations.

The Gifts Register contains disclosures of gifts made by Councillors and the Chief Executive Officer, who are required to disclose gifts, received in their official capacity, valued over $300 or are two or more gifts with a cumulative value over $300 (where the gifts are received from the same donor in a 12-month period).

The Notifiable Gifts Register contains disclosures of gifts made by City employees, who are required to disclose gifts valued between $75 and $300 or are two or more gifts with a cumulative value between $75 and $300 (where the gifts are received from the same donor in a 6-month period).

The City’s current gifts registers contain disclosures made since 20 October 2019. Disclosures made prior to that date are shown in the Former Gift Declaration Register and Former Travel Declaration Register.

The gifts registers are also available for viewing at the City of Kalgoorlie-Boulder Administration Building during normal business hours, Monday to Friday 8.30am to 4.30pm.
