City of Kalgoorlie-Boulder Local Planning Strategy

The City of Kalgoorlie-Boulder has prepared its Local Planning Strategy to enable delivery of the community’s vision of shaping Kalgoorlie-Boulder to be a place where people choose to live, work, and play, now and in the future.

Together, we as a City must strive to meet this vision, whilst ensuring not to impede future growth, nor compromise our unique natural environment and our renowned assets of mining and tourism. To achieve our community’s vision, this document sets out a number of strategic directions and achievable actions that will guide the City’s future decision making.

The consultative approach taken in the creation of this Strategy will be carried forward in future planning to provide the community with both ownership and responsibility in shaping our future city. The recommendations of this strategy will ultimately be administered through the creation of a new Town Planning Scheme for the city.
Structure Planning
Structure plans ensure that land development is performed in an orderly manner taking the strategic direction set by the City into consideration.

Where there are multiple land owners, the structure plan developed under the town planning scheme will guide the overall development. All land affected by an approved structure plan must be developed generally in accordance with the plan.
Planning Scheme and Policies

City of Kalgoorlie-Boulder Town Planning Scheme No. 1, 1997 (as amended)

The purpose of the City of Kalgoorlie-Boulder Town Planning Scheme No. 1, 1997 is to:
  • control and coordinate public and private development;
  • conserve of community resources; and
  • other matters authorised by enabling Acts
The Scheme objectives are to ensure and promote the orderly and proper development of land while securing the amenity of, and the best living and working environment for, the residents of the City, and to direct and control the development of the Scheme area in such a way as shall promote and safeguard the health, safety and convenience and economic and general welfare of its inhabitants and the amenities of every part of the City (TPS cl 1.6).

The Scheme does this through defining which land uses are permitted in which zones.

The scheme regulates land use primarily through:
  • Zoning table, which outlines which land uses are permitted in which zones
  • Schedule 1, which defines land use
  • Development standards, found in Parts 4 and 5.

Consultation during the planning process

Not all development proposals are open for public comment. Proposals for a discretionary Use, identified in the Town planning scheme no. 1 or residential development that varies significantly from the provisions of the Residential design codes of Western Australia, may trigger consultation with the community.

If a development requires public comment, the City of Kalgoorlie-Boulder will consult with the community using one or more of the following methods:
  • Inviting comment from individual adjoining property owners and occupiers
  • Advertising the proposal in the local newspaper
  • Placing a sign on the development site
Submissions with valid planning concerns must be made in writing within 14 days of the notice. These will be taken into account when a decision is made on the application.
Scheme Amendment No. 96 - Invitation for Comment

SCHEME AMENDMENT NO. 96 - INVITATION FOR COMMENTS
PLANNING AND DEVELOPMENT (LOCAL PLANNING SCHEMES) REGULATIONS 2015

The City of Kalgoorlie-Boulder is inviting comments on the Scheme Amendment No. 96 which proposes changes to Local Planning Scheme No. 01, 1997 as follows:

  • Reclassifying Lot 1 (1/270), Lot 2 (2/270), Lot 300, Lot 301, Lot 302, Lot 307 and Lot 324 Forrest Street, Kalgoorlie from ‘Railway’ reserve to ‘Future Urban’ zone.

 
Plans and documents are available to view by download, or in person at the City’s Administration Building, 577 Hannan Street, Kalgoorlie, and the City’s Customer Service Centre, Shop 8-10 Markets Arcade, Hannan Street, Kalgoorlie, between 8:30am and 4:30 pm Monday to Friday.

Submissions must be lodged in writing and include the Scheme Amendment name, the property affected, and details of the submission.

Submissions must be lodged by 5.00pm Monday 3rd December, 2018.

Scheme Amendment No. 97 - Invitation for Comment

SCHEME AMENDMENT NO. 97 - INVITATION FOR COMMENTS
PLANNING AND DEVELOPMENT (LOCAL PLANNING SCHEMES) REGULATIONS 2015

The City of Kalgoorlie-Boulder is inviting comments on Scheme Amendment No.97 which proposes changes to Local Planning Scheme No. 01, 1997 as follows:

  • Amending the Scheme Map by reclassifying Part of Lot 352 Anzac Drive, Yilkari, Kalgoorlie from ‘Parks and Recreation’ Reserve and ‘Rural’ zone to ‘Future Industry’ zone. 

Plans and documents are available to view at www.ckb.wa.gov.au/planning, or in person at the City’s Administration Building, 577 Hannan Street, Kalgoorlie, and the City’s Customer Service Centre, Shop 8-10 Markets Arcade, Hannan Street, Kalgoorlie, between 8:30am and 4:30 pm Monday to Friday.

Submissions must be lodged in writing and include the Scheme Amendment name, the property affected, and details of the submission.

Submissions must be lodged by 5.00pm Thursday 27th December 2018.

Scheme Amendment No. 93 – Approved by Minister for Planning
In accordance with section 87 of the Planning and Development Act 2005, the Minister for Planning approved the City of Kalgoorlie-Boulder Local Planning Scheme No.1 Amendment No.93 on 31 October 2018 for the purpose of:
  • Modifying the scheme map for Lot 173 Kitchener Road, Mullingar to change the density code from R20 to R10.
  • Amending the Scheme Text by inserting a new Clause 5.13 (1) (F) to include Lot 173 Kitchener Road, Mullingar as ‘Land Affected by Aircraft or Other Noise’ with appropriate conditions.
