Childcare Education
Early Childhood Education and Care (ECEC) Educator Awards Program
The City is excited to launch the new City of Kalgoorlie-Boulder Early Childhood Education and Care (ECEC) Educator Awards Program, which aims to help retain high performing ECEC educators in Kalgoorlie-Boulder. The program is funded by a grant from the Department of Communities’ Attraction and Retention Packages for Regional Childcare Workers program.
The City will award up to 30 grants of between $500 and $1,000 to Kalgoorlie-Boulder ECEC educators. These will fall in three categories:
- Grants of $750 for Family Day Care (FDC) educators for the purchase of equipment for their centres (please note this is the only permissible use of funding for FDC educators as stipulated by the Department of Communities).
- Grants of between $500 and $1,000 for a general accommodation subsidy for ECEC educators working in long day care centres.
- Grants of $1,000 for ECEC educators, comprised of up to $500 for a general accommodation subsidy, and up to $500 for professional development that is not funded by their centre. Please note a minimum of 50% of these grants must be used as a general accommodation subsidy.
Applications will open for a period of three weeks, from May 26 to June 15.
- ECEC educators can self-nominate
- ECEC educators can also be nominated by their employer or ECEC network
- All applicants must work full-time or part-time at a registered ECEC long day care centre or family day care centre in Kalgoorlie-Boulder
- Central Regional TAFE ECEC students who are working part-time and/or enrolled in placements at a registered Kalgoorlie-Boulder ECEC centre are also eligible to apply.
At the conclusion of the application period, a CKB assessment panel will assess applications and select the successful recipients, who will be advised by telephone and email. Unsuccessful applicants will be advised by email. ECEC centres will also be advised of the outcomes of grant applications.
Criteria on how applicants will be assessed includes but is not limited to:
- Length of ECEC service in Kalgoorlie-Boulder
- Supporting references
- Commitment as stated in application letter to Kalgoorlie-Boulder and the ECEC sector, including to previous ECEC initiatives and professional development
- How the funding would assist them
All successful applicants will be required to sign a letter accepting the terms and conditions of the grant which include:
- Recipients of grants will be required to continue working for their ECEC centre or FDC network for a period of six months after receipt of their grant funding. Centres and grant recipients must inform the City if a grant recipient leaves their ECEC centre before the six-month period has concluded. Grant recipients who leave their ECEC centre before the six-month period has concluded may be required to return an amount of grant funding to the City of Kalgoorlie-Boulder (the amount to be decided by the City).
- The City reserves the right to consider allowing a grant recipient to retain their grant funding if they have left their role for reasons that might include but are not limited to ill health, or a family or other emergency. In such situations a centre and grant recipient are still required to inform the City that a grant recipient is leaving their role, but the grant recipient is able to request that they retain all or part of their grant funding.
All grant recipients will be required to sign an acceptance letter and statutory declaration that says they will use the grant funding for the agreed purpose:
- Recipients of grants for accommodation subsidies are required to sign an acceptance letter/statutory declaration that says they will use the money for accommodation purposes.
- Recipients of grants to purchase Family Day Care equipment are required to sign an acceptance letter and provide evidence to their Family Day Care network/coordinator that they have used the grant for that purpose. The Family Day Care network/coordinator is to inform the City that they are satisfied the funding has been used for that purpose.
- Recipients of grants for professional development are required to sign an acceptance letter and provide evidence to their ECEC centre/manager that they have used the funding for that purpose. The ECEC centre/manager is to inform the City that they are satisfied the funding has been used for that purpose.
All grant funding is to be spent, and evidence of spending if required to be provided to the City, by 30 September, 2025.

The promoter of the Go Local First Kalgoorlie-Boulder Promotion is the City of Kalgoorlie-Boulder, 577 Hannan Street Kalgoorlie WA 6430
- This competition is a promotion run by the City of Kalgoorlie-Boulder (“Promoter”).
- Entries, information on prizes & how to enter form part of these Terms & Conditions.
- Participation in this competition constitutes acceptance of these Terms & Conditions.
- To enter the competition, the entrant must;
- Be a current resident of the City of Kalgoorlie-Boulder (excluding Elected Members and staff – refer to clause 5).
- Not be considered an “excluded entity” as described in clause 6.
- City of Kalgoorlie-Boulder Elected Members and staff are ineligible to enter the competition.
- An Excluded Entity is not eligible for inclusion in the Competition. Excluded Entities are:
- State and/or Federal Government Agencies;
- Corporations; and
- Entry into the competition must be completed before the closing dates mentioned to go into the draws. No responsibility is accepted for late, lost or misdirected entries.
- To enter the competition, entrants must make a purchase at a participating local business and then scan the QR code on the sign at the business and complete the entry form.
- There are 4 prizes to be won, $250 Kal Dollar voucher.
- The competition commences 15 February and closes 16 March 2025.
- The competition will have one winner every week for the duration of the competition, and the winners will be drawn on 24 February, 3 March, 10 March and 17 March 2025, at the City of Kalgoorlie-Boulder Administration Building, 577 Hannan Street, Kalgoorlie.
- The 4 winners will be randomly selected via a computer program, under the supervision of representatives from the City. The promoter’s decision is final & no correspondence will be entered into.

The promoter of the Go Local First Kalgoorlie-Boulder Promotion is the City of Kalgoorlie-Boulder, 577 Hannan Street Kalgoorlie WA 6430
1. This competition is a promotion run by the City of Kalgoorlie-Boulder (“Promoter”).
2. Entries, information on prizes & how to enter form part of these Terms & Conditions.
3. Participation in this competition constitutes acceptance of these Terms & Conditions.
4. To enter the competition, the entrant must;
a. Be a current business in the City of Kalgoorlie-Boulder (excluding Elected Members and staff – refer to clause 5).

11. 1st, 2nd and 3rd prize winners will be selected by two (2) elected members on 14 DECEMBER 2024. Winners will be notified by 17 DECEMBER 2024.
12. People’s Choice winner will be selected by the most votes at the time of the draw.
13. Voters will have a maximum of three (3) votes each and any votes exceeding this will be discarded. Each vote must be for a different store. There is a maximum of one (1) vote per store per voter.
14. The winners will be notified by phone call of their prize win.
15. There is a photo opportunity for all winners.
16. Small window decals for the four (4) prize winners will be provided for display until 25 DECEMBER 2024.

For the purposes of these terms and conditions reference to a rate notice also includes reference to any rate instalment notices.
1. Eligibility
- This competition is a promotion run by the City of Kalgoorlie-Boulder (“Promoter”), ABN 63 711 737 609.
- Participation in this competition constitutes acceptance of these Terms and Conditions.
- To be eligible to enter, the entrant must:
- Be a current individual ratepayer of the City of Kalgoorlie-Boulder.
- Not be an Elected Member, Employee of the City, or an immediate family member of such individuals.
- Not be an excluded entity, including
- State and/or Federal Government Agencies;
- Corporations;
- Property owners of non-rateable land as defined in Section 6.26(2) of the Local Government Act 1995.
2. Entry
- Eligible ratepayers must sign up for electronic rate notices via the official City website (www.ckb.wa.gov.au) during the promotional period.
- Entrants must provide accurate and up-to-date information, including name, address, and email address.
- Only one entry per ratepayer is permitted. Multiple entries will be disqualified.
- Entries must be received by 10:00 PM WST on 30 September 2025 to be eligible.
- Entries received after the promotional period will not be considered.
- The related property rates account must be fully paid by the due date (30 September 2025).
- Ratepayers who have previously subscribed to eRates will automatically be entered into the prize draw.
- The City is not responsible for technical issues or late, lost, or misdirected payments that may prevent entry

3. Promotional Period
- The promotional period begins on 1 July 2025 and ends on 30 September 2025.
4. Prize
- The prize is a $500 VISA gift card.
- The prize is non-transferable and cannot be exchanged for cash.
5. Winner Selection
- The winner will be selected randomly from all eligible entries under the supervision of City representatives.
- The draw will take place at the City of Kalgoorlie-Boulder Administration Building, 577 Hannan Street, Kalgoorlie, on Thursday 9 October 2025 at 10:00 AM.
6. Notification
- The winner will be notified via phone and email within 7 days of the draw.
- The winner will be invited to attend a Rates Prize Draw photo session at a date to be advised by the City.
- The winner must provide proof of identity (e.g., driver’s license) to collect the prize.
7. General Conditions
- The City reserves the right to verify the eligibility of all entrants.
- The City may amend these Terms and Conditions at any time without prior notice.
- By entering, participants agree to the use of their name and image for promotional purposes related to the competition.
- Personal information collected will be used solely for the administration of this competition and will be handled in accordance with the City’s privacy policy.

2. Entry Requirements
Ratepayers must pay their 2025/26 rates in full by the respective due dates listed on their annual rates billing notice:
- 1st Prize: $3,000: Payment due by 10.00pm WST, 16 September 2025
- 2nd Prize: $2,000: Payment due by 10.00pm WST, 23 September 2025
- 3rd Prize: $1,000: Payment due by 10.00pm WST, 30 September 2025
Payment must be received before the relevant closing date to be eligible for the corresponding prize draw.
The City is not responsible for technical issues or delays that may result in late, lost, or misdirected payments.
3. Competition Period
The competition opens on 1 July 2025 and closes at 10.00pm WST on 30 September 2025.
4. Ineligible Participants
- Elected Members and Employees of the City of Kalgoorlie-Boulder

- Cash prizes will be paid via electronic funds transfer to the winners nominated bank accounts.
