Council has resolved at a Special Council Meeting to appoint an external Acting CEO, Mr Mal Osborne, for a period of one-month.
Mr Osborne brings more than two decades of senior local government experience across Western Australia. His previous roles include CEO positions at locations such as the City of Bunbury, Shire of Esperance, and Shire of Coolgardie. He was also employed with the City of Kalgoorlie-Boulder in the early 2000s, as the Director of Community and Development Services.
His career has been distinguished by a strong focus on fiscal responsibility, major project delivery, strengthened community engagement, and organisational improvement.
The City also acknowledges and thanks Ms Frances Liston, Director of Governance and Organisational Strategy who has served as Acting CEO since November 2025.
Ms Liston has provided steady, considered leadership throughout this period, balancing significant organisational responsibilities alongside her own professional and personal commitments. Ms Liston will now assist Mr Osborne with a handover and will then resume her duties as Director.
Mr Osborne and the Executive Leadership Team will continue to oversee day-to-day operations, ensuring continuity of service delivery and organisational stability during this period.
The City will continue to keep the community and key stakeholders informed as further updates become available.
