Proposed Structure Plan for Lots 212, 2783 and 2784 Speculation Road, Somerville

The City has received an application for a proposed structure plan over the abovementioned properties. The structure plan has been drafted as a planning instrument for the co-ordination of future zoning, subdivision and development of the land. Prior to the City considering the proposal, comments from surrounding owners are invited with the following points provided for consideration.

  • The current zoning of the abovementioned properties under the City of Kalgoorlie-Boulder Local Planning Scheme No 2. is ‘Urban Development’. The proposed structure plan has been prepared to co-ordinate the future rezoning of the land to ‘Residential’.
  • Urban Development zoned land does not carry a residential density (R-Code), with the structure plan seeking endorsement for the introduction of a residential density of R40 for Lot 2784 and R25 for Lots 212 and 2783.
  • The structure plan is accompanied by a subdivision concept plan (refer to Figure 4) to demonstrate delivery of residential development on Lot 2784 at the R40 density.
  • The proposed structure plan requires Council’s consideration. This includes a Council recommendation being provided to the Western Australian Planning Commission, who is the ultimate decision maker for the proposed structure plan.

Submissions may be made on the proposal up until Saturday, 7 March 2026. Comments on the proposal may be submitted to the local government in writing on or before that date.
